From Digital Government to the Agentic State: Building AI-Ready Public Institutions

As governments move beyond digital transformation toward AI-enabled public administration, a new challenge emerges: how to build AI-ready institutions that can responsibly scale artificial intelligence while ensuring trust, sovereignty, and public value. The discussion will explore national AI strategies, institutional readiness, AI governance, digital public infrastructure, and the transition from digital government to the emerging concept of the Agentic State. Ukraine will provide a practical implementation perspective through its AI policy development, digital public services, and national AI initiatives, while OECD and international perspectives will offer insights into global trends, governance approaches, and scaling challenges.
